The localisation of housing benefit is a disaster in the making, says Nick Raynsford.

The Local Government Finance Bill, now being considered in the House of Commons, has much in common with the Localism Act, which completed its Parliamentary passage late last year. Both had strongly localist objectives and were presented by the Government as offering a transformational change to the relations between central and local government.
