Councils have underlined their commitment to supporting communities through their buying policies after the Government changed the rules to help protect the UK steel industry.

Cllr David Simmonds, chairman of the Local Government Association's improvement and innovation board, said ‘social value as well as the lowest price' was a factor in all local authorities' procurement processes.
