Let councils keep all Right to Buy receipts

More fiscal freedoms for councils will help slow the decline in social housing stock, which is much needed given waiting list statistics, says Tracy Bingham.

In a few months the Government will share more detail on its proposals around voluntary Right to Buy for housing association tenants.

It's not a new idea and has been cited a few times in recent years. The policy intention is currently without detail and continues to draw a lot of speculation.
