Question marks remain over how councils will assume responsibility for key public health programmes after controversial reforms come into force, care bosses have warned.

Health secretary Andrew Lansley wrote to council executives and directors of adult and children's services last week, outlining his vision for the Health and Social Care Act after it received royal assent.
