Councils should dip into their estimated £16bn cash reserves to fund a 'decent' wage settlement for local government workers, a leading trade union leader has urged.

Heather Wakefield, local government secretary for Unison, made the demand immediately after it was announced union members had voted to agree the 2013/14 National Joint Council for Local Government Services (NJC) pay offer.
