The man responsible for developing social impact bonds has urged councils to start thinking now about how to take full advantage of new finance sources.

Toby Eccles, development director of Social Finance, which designs financial mechanisms to support a sustainable social sector, warned of a ‘ticking clock' and said the analysis and evidence gathering needed to start urgently.
