Local authority areas face being short-changed from a single local growth fund running in the low billions, which experts think will lack sufficient financial clout and could be too unwieldy to manage.

The warning follows a briefing held at Eland House at the start of this week, before yesterday's spending round announcement – which has set the direction of government finances for the single year 2015/16.
