Councils have warned David Cameron's plans to part-privatise the UK's road network must not ignore the demands of residents and town halls – or create new layers of ‘obstructive' bureaucracy.

In a speech on Monday, Mr Cameron revealed plans to tackle what he described as the ‘decades-long degradation of our national infrastructure', and said Whitehall was considering leasing motorways and trunk roads to private firms.
