Councils have welcomed a High Court ruling that an HIV drug can be legally funded by the NHS, after health bosses argued it was not their responsibility.
NHS England had claimed local authorities alone should have the power to commission the pre-exposure prophylaxis (PrEP) drug as they are in charge of preventative health.
