County and district leaders are this morning meeting to jointly form a plan on how to address devolution in two-tier areas.

The County Councils Network (CCN) and District Councils’ Network (DCN) will meet in London to agree how best to approach the Government’s growing push towards decentralisation and its likely impact on services.

Leaders are understood to be approaching the debate very much on a level playing field, intending to construct a dialogue rather than use the platform to put forward their own agenda.
