Local government reorganisation could mean at least three years of misery for the sector, the chairman of the County Councils' Network (CCN) has warned.

Kent CC leader Cllr Paul Carter said there was a risk of reorganisation distracting local government from public sector reform and claimed it could ‘put the clock back three or four years' while creating ‘friction and tension' between councils.
