County council leaders have hit back at the Local Government Association's (LGA) policy shift on reorganisation.

In a letter sent to local government minister Jim McMahon and in evidence given to a select committee, LGA chair Louise Gittins questioned the evidence behind the ‘arbitrary' 500,000 population figure for new unitaries in the English Devolution White Paper.
