Roughly 12 months ago, I penned a column on county authorities' role in economic growth in this magazine that contained no mention of the word that has come to define our lives: coronavirus.

Fast forward just a few weeks and our lives had changed irrevocably, but 12 months down the line the economic imperative grows greater by the month.
