With the current level of cuts likely to continue, discretionary services, such as leisure and culture will suffer, but with the right approach efficiencies can be made for the better, says David Rushton.

The last five years have seen significant cuts to leisure and cultural services spending within local authorities.

To overcome these barriers, care needs to be taken in identifying them and proactively managing them out as risks supported by strong leadership.
