Councils should invest in credit unions to help residents avoid the clutches of ‘legal loan sharks,' a new report has urged.

The report by the Cooperative Party and the Association of British Credit Unions (ABCUL) said local authorities should deposit cash, which would otherwise be invested with banks, with credit unions to help increase the amount of money they can lend to residents.
