Warnings about financial instability in the private sector market for children's homes mean that local authorities are now facing some critical decisions about how best to provide care for vulnerable young people.

The number of children in care continues to grow and currently stands at 78,150 (source: DfE). Most children are placed with foster families, but a significant minority live in residential children's homes, around 80 percent of which are run by the private or voluntary sectors.
