CTB survey highlights challenge for councils

Public finance experts claim local authorities will delay implementing the first year of individual council tax benefit (CTB.)

Local authorities responsible for implementing the first year of individual council tax benefit (CTB) schemes will 'kick the can down the road' until the following year, when the coalition's flagship welfare reforms take effect, public finance experts have claimed.

The claim follows the first full survey into how English councils have implemented localised CTB schemes, which showed the majority (71% ), some 232 authorities, will seek some payment from all unprotected working age residents from April.
