Care minister Norman Lamb has called for action after it was revealed that fewer than 10% of the patients are due to leave hospital and move into community facilities, under the Winterbourne View Improvement Programme.

Figures released by NHS England show that out of a total of 2,615 patients, only 256 have a transfer date.
