More than one in 10 councils could struggle to meet their 2012-13 budgets, raising the prospect of further in-year cuts to local services, the Audit Commission warned this week.

The public spending watchdog's report Tough times 2012, released on 21 November, reveals that 12% of councils ‘are not well-placed' to meet this year's tough requirements.
