London Councils has called for tougher penalties for people who encourage or allow dangerous dogs to attack people.

The local government organisation has written to 130 MPs calling for the Anti-Social Behaviour, Crime and Policing Bill to include the compulsory micro-chipping of dogs and additional powers.
