Amid growing calls for a levy in Scotland and signs that pressure for a tourism tax could spill south of the border, permanent secretary at the Ministry of Housing, Communities and Local Government (MHCLG), Melanie Dawes, encouraged council chief executives to be bold in their asks from Whitehall.
