Councils need to be clear in their pay and policy statements about their attitudes to top remuneration.

The DCLG has issued its final guidance on how local authorities in England should publish their pay policy statements as part of the Localism Act in Openness and accountability in local pay: Guidance under section 40 of the Localism Act.
