Local government ministers are divided on Britain's membership of the EU, as pleas are raised for colleagues to engage in ‘respectful' debate.

Just hours after prime minister David Cameron announced his referendum on Britain's membership of the EU would take place on 23 June, communities secretary Greg Clark announced he would be backing Britain remaining a member of the 28-nation bloc.
