The local government finance settlement has been published - but ministers have refused to reveal whether the council tax referendum threshold will be cut.

The local government finance settlement has been published - but ministers have refused to reveal whether the council tax referendum threshold will be cut. 

Details of the settlement were laid before Parliament today, but the referendum threshold - the percentage point at which councils will trigger the need to take their tax rises to a vote - has been delayed until the New Year.
