Dan Peters talked with senior council chiefs to learn how the previous wave of City Deals fell short of high expectations, and asks what lessons can be learned from the previous round of agreements.

City Deals were a key vehicle for devolution under the last government. Almost 30 cities have now signed deals with Whitehall and the election of the Conservatives suggests more will soon be on the way.

Non-metropolitan areas appear to be keen to get their own City Deals and chancellor George Osborne last week pledged to ‘empower the towns and great counties of the north by extending a form of the programme'.
