Let's have decisive plans on devolution

Councils must make decisive moves on devolution - not take their indecision to the Treasury's door, says Heather Jameson.

Local government is strong, decisive and capable. It is autonomous and democratically accountable to its electorate – and has largely won the argument over devolution with the current government. 

So there was a deep sense of irony surrounding the story this week that a few areas had failed to reach agreement on their devolution submissions, leaving the Treasury to sort through a muddle of rival bids.
