Further doubts have been cast on the future of the long-delayed Public services reform White Paper, with Whitehall sources claiming it could be downgraded to a mere review, lacking even Green Paper status.
According to PoliticsHome's Paul Waugh, the White Paper ' may never see the light of day at all' and risks being watered down to avoid antagonising coalition rivals and triggering Parliamentary rebellions.
