Social care reform faces further delays after rumours that the chancellor and Prime Minister are concerned at the £5bn bill to fund more generous capping limits.

Long-delayed reform was expected to be in next week's Queen's Speech, with Boris Johnson keen on proposals first published 10 years ago by Sir Andrew Dilnot to cap individual care costs at £45,000, with the taxpayer covering the rest.
