The English Devolution White Paper reaffirms mayoral combined authorities' role in driving economic growth and improving living standards – this Government's top priority. General elections are won and lost on these issues. The stakes are high.

This economic focus is very welcome. But it is important to review it, given there is also an important discussion on devolution and public service reform, that the White Paper also highlights.
