Further devolution of welfare budgets from Whitehall to local level is necessary if reduced benefits expenditure on working-age people is to be spent efficiently, consultants have advised this week.

The call comes in a report issued by Grant Thornton LLP on 18 May which found 95% of local authorities are using the discretionary housing payment fund to prevent people in rent arrears being reduced to homelessness.
