Devolution negotiators are at odds over who should get the best deal after one combined authority claimed all later agreements should not be as good as theirs.

The leaders of the Sheffield city region combined authority, who signed a deal earlier this month, have insisted they should receive more for being ahead of others in the sector, but those that have yet to sign an agreement want theirs to up the ante on past deals.
