Fresh from ‘persuading' the Government to apply reverse gear to its academy schools programme, County Councils' Network chairman Paul Carter now has local government reorganisation in his sights.

Technically this is not reorganisation, but devolution, yet in two-tier areas districts and counties have re-opened their cupboards marked ‘Banham Review 1992-1994', blown the dust off their unitary proposals and are having another crack at restructuring.
