Devolution requires an ‘everyone in' approach that benefits all areas rather than the Government's deal-based model, shadow levelling up minister Alex Norris has said.

Following a seminar last week on the future of levelling up, Alex Norris told The MJ: ‘We think the Government's model of deal-based devolution is over-centralised and exclusionary. We want all areas to have access to these powers.'
