Devolution plans in the south of England have been thrown into disarray after two local authorities rejected the idea of a directly-elected mayor.

Devolution plans in the south of England have been thrown into disarray after two local authorities rejected the idea of a directly-elected mayor.

The leader of Portsmouth City Council, Cllr Donna Jones, said it may be ‘virtually impossible' for all the local authorities involved in plans for a combined authority in the Solent to reach a deal ‘when everyone is at different levels'.
