Devolution requires a strong local media – and there is none

With local media in dire straits, Michael Burton says devolution could lose out on the level of scrutiny require to ensure success

Other than strong leadership there is another essential ingredient of devolution which is frequently ignored, not least by the Government, namely a flourishing local media to act as a powerful scrutineer on the new elected mayors, police chiefs and combined authorities.

Unfortunately the local media is in dire straits and its condition is worsening.
