The social care system is a ‘stain on the nation' says the architect of the review that in 2011 backed a £35,000 cap on care costs and a reform of means testing.

Speaking to MPs on the Commons health and social care committee Sir Andrew Dilnot said: ‘We don't spend enough money on care. Right now it's inadequate both for the means tested system, which is a stain on us as a nation, and we also have a social care funding system that doesn't help the rest of the population who have some resources.'
