The changing of guard at the Department for Communities and Local Government from Greg Clark to Sajid Javid and the departure of George Osborne from the Treasury have led to lots of speculation about what this means for local government and devolution deals. 

But one thing remains certain: local government cannot afford to lose sight of the public service reform agenda.
