Don't waste another five years on pilots

Time for Whitehall to draw a real timetable for busting silo-based budgets and policies, argues Michael Burton.

First we had Total Place, then we had community budgets, now Total Place is creeping back into Labour's vocabulary, and the latest buzzphrase is demand management.

They are all connected and they all point in the same direction, namely that local public services need to be run from a single pot budget to ensure efficient allocation of scarce resources especially in adult care while public expectations of service provision must be managed downwards.
