Government plans to transform public service delivery will be published ahead of the parliamentary recess in July, amid indications David Cameron's policy guru Steve Hilton is poised to quit Downing Street.

Originally pencilled in for publication in January, the most recent departmental business plan scheduled the 'open public services White Paper for release for the end of July, a line maintained by Downing Street today.
