Drink law plans 'failed councils' says MPs' probe

The ODPM select committee has slammed John Prescott's former department for failing councils during the introduction of new licensing laws.

In the run-up to the transfer of powers from magistrates to councils last November, local government complained it was hampered by unclear guidance and a fee structure that left it millions out of pocket. Councillors also complained about an over-rigid code of conduct.
