Easing tensions around children's trusts

Amid a surge of interest in the formation of trusts to deliver children's services, Maggie Hennessy reminds us that structures alone are not what make organisations work.

People are watching with interest the growing number of children's trusts – not great numbers yet but on the increase – whether through statutory direction or a voluntary option if councils think the freedoms and flexibilities will produce better outcomes for children and young people in their area.
