The approach to a tourism tax being taken forward in Scottish and Welsh cities could be a starting point for fiscal devolution in England, it has been suggested.

Members of Edinburgh City Council's policy and sustainability committee voted through details of a 5% visitor levy last week – six years after it began working on the scheme – while a decision about whether a tourism tax for Wales will become law is expected this year.
