Former Conservative minister John Redwood has warned plans to cap care costs at £35,000 will still leave the elderly facing huge bills.

In a report for the Centre for Policy Studies, Mr Redwood said a person in care for four years in the south east could still have to find £149,000 under economist Andrew Dilnot's recommended limit, as opposed to £170,000 under the current system.
