After 14 years, 50-odd referenda - 10 taking place in 2012 - and with only 15 now elected (excluding London), we can say that directly-elected mayors have hardly caught the world of local politics aflame. 

But more disturbing than the lack of public interest in the office is the animosity to this way of governing expressed by many in local government, particularly councillors.
