Embracing the opportunities to improve social value delivery

There is new guidance to enable social value delivery, but could the new National Procurement Policy Statement limit local discretion, asks Mark Cook

Following the release of the new National Procurement Policy Statement (NPPS) in conjunction with the Procurement Act 2023 (PA 2023), which took effect on 24th February 2025, all commissioning authorities can embrace the opportunities it brings to improve social value delivery. 

Heralded as promoting a ‘mission-led' approach to public procurement, the NPPS describes several ways in which public procurement can support delivery of the Government's headline missions: to kickstart economic growth; make Britain a clean energy superpower; tackle violent crime; break down barriers to opportunity; and build a National Health Service fit for the future.
