Enfield Council has sent ministers and policymakers a collection of essays examining the 'pivotal' role of the 'coordinating council' at a time increased outsourcing threatens fragmentation as local authority services are broken up.

Including articles from experts drawn from local government, business and the third sector, the electronic pamphlet makes the case for strong councils leading communities through a time of social unrest, joblessness and economic insecurity.
