English local authorities should be given the same potential for fiscal freedom as the devolved administrations of Scotland and Wales, an influential MP has said.

Graham Allen, chair of the House of Commons' political and constitutional reform committee was speaking to The MJ following the publication of Conservative ‘devo max' proposals – under which a ‘no' vote in September's independence referendum would instead see the Scottish Parliament become accountable for raising 40% of its expenditure.
