Local authorities faced the unenviable task of simultaneously coping with a drought and floods this week.

Following one of the worst dry spells on record – successive winters of low rainfall that led many areas to introduce hosepipe bans – the heavens finally opened. But such was the ferocity of the downpour, 35 areas were quickly forced to issue severe flood warnings.
