There are some excellent examples of efficiency in local authorities, says Tim Byles.

But it is not in all of them – yet I've been impressed by many excellent examples of councils – often working in partnership with other sectors – transforming peoples' lives by taking bold, imaginative steps to deliver services in new ways.
