Jenny Owen, executive director of adults, health and community wellbeing at Essex CC,is retiring in March after 35 years in the social care sector.

She joined the county council in 2004 and led the adult social care team for seven years, and more recently the adult health and community wellbeing directorate and customer services. Essex was a pilot for personalised budgets under her charge.
